Forza Motorsport is right up there with Gran Turismo for best console sim racer series. Forza Horizon is right up there with Mario Kart for best arcade race series. So Forza is the king overall, no one comes close. Mashed is the best racing franchise ever. I don't know for certain how good Forza is.
